This PR supercedes #640.
Since we're getting ready to do a major version bump here to drop Node 6 support, this seems like a good time to simply stop supporting
ember-cli-babel < 7.7.3. That way, instead of branching on that version to decide whether we need to include the class properties plugin, we can avoid needing to worry about it at all.
