Which problem is this pull request solving?
Lack of automated pre-release process.

Describe the solution you've chosen
This PR uses the same pre-release process as zip-it-and-ship-it (copy and pasted): https://github.com/netlify/zip-it-and-ship-it/blob/main/.github/workflows/pre-release.yml
