This is essentially means the REST API tests in Buildkite. It's OK to mark tests as xfailing, but it should be green to enable progress.

Done in #40, #41, #43, #44, #45, #46, #47, #48, #49, #50, #54, #55, #56, #57, #60, #61 and finally #65. Some failures are still mysterious - they are tracked in #62 and #63.
