set debugging port in Preferences (was in RunConfiguration)

I propose to option to set debugging port in RunConfiguration. Like

Debugging port: empty defaults to 5858.

This will allow debugging more than 1 application at a time.

I have looked code, 5858 value is mentioned twice in debug project,
have not yet figured out how it is passed to Debugger

Customizing debugging port is needed. OK. I got it.
