Repo Admin permissions for @zarr-developers/python-core-devs

As discussed today in our dev meeting, we would like to upgrade the permissions of the @zarr-developers/python-core-devs to Admin for this repo. My understanding is that this is currently restricted to members of the @zarr-developers/steering-council.

Why:

• It is not reasonable to expect that the 5 steering council members are capable of managing admin requests to all 30+ repos in the org. Especially as we are considering onboarding new project repos (https://github.com/orgs/zarr-developers/discussions/70)
• Routing repo setting changes through the steering council slows down development

Other places that would be good to mirror this permissions change:

• Readthedocs (currently admins there are @alimanfoo, @rabernat, @jakirkham, and @joshmoore)
• zarr-developers/numcodecs

Just a clarification, @jhamman, I assume you mean @zarr-developers/python-core-devs and not core-devs which has many dozens of people who woke up this morning quite surprised :)
